So why are there men in women's rape and DA refuges? Why are there men in changing rooms for bra-fitting etc at John Lewis's, and other stores, e.g. M&S, Primark etc.? Why are schools introducing gender neutral or mixed sex lavatories with sinks in the public area, causing schoolgirls to avoid using them?
The Act is unclear - or people are wilfully misinterpreting it.

Because Stonewall et al have been peddling lies and telling hundreds of public sector organisations what they wish the law was and not what it is. Or ‘getting ahead of the law’ as they called it. And it is not just the EA they are breaking, there are separate laws governing provision of toilets in schools and work places, and the design of those toilets, that are being broken.

Why are so many lawsuits being won or settled where women have been discriminated against? Why was the judge so scathing of the Edinburgh Rape Crisis Centre? Of the judge of the Arts Council, Open University, Garden Court Chambers?

I agree. This is why the law is broken. But why do these organisations not consult the Act, rather than Stonewall? They are spending thousands on being 'diversity champions' rather than making sure they know what the law is rather than what Stonewall wants it to be?
That situation suggests a huge capture of public and private institutions, which appears to have happened entirely by stealth.
As to schools, there are separate regulations - which many secondary schools breach. I think particularly pernicious are open-plan toilets with floor-to-ceiling cubicles but a central row of sinks. And unless CCTV is on this area constantly there is the danger of placing cameras etc - indeed, in a floor to ceiling cubicle which is gender neutral that is impossible to police without regular (daily, after every break) searches. Schools don't have the staff to do that.
