Tbf, the swimmer is acting within the rules. I expect not being allowed to wear a top in the men's team must have been embarrassing (and it's a stupid rule). I'm saving most of my sympathy though for the women and girls having to endure this. I hope, at least, they're not having to share changing rooms.

There isn't a single sport that excludes anyone for having any sort of gender identity (unless I suppose if one insists that "rapist" is a gender, as people have). Being trans and having a gender is no reason not to compete in your appropriate sex class.
