So this chap wants to enshrine his right in law to expose himself in public. He thinks the child shouldn’t have looked up his skirt. Sufficiently pleased with that line he repeats it!

Surely it’s our responsibility not to flash? How can his intent be not to offend, when his behaviour is pretty universally offensive?

Well, chum, it's because you upset with your deliberate piece of unpleasant behaviour. Perhaps they were planning to stay longer, who knows? But, in any case, it was what you did, not when you did it.
