According to this BACP document Ethical Framework for the Counselling Professions which was released in 2015, he was part of their Expert Ethical Reference Group which included:

So if it's the same arrangement for revising these, it sounds like he's just one contributing voice of many and isn't actually responsible for penning the guidelines himself.
