It's any unpaid labour that isn't captured by GDP, and in some countries, unpaid labour by man is also substantial. Any kind of barter trade, subsistence farming, whatever. None of it is captured.
That being said, I'm not sure that it's really meant to be, because that kind of labour tends to benefit the individual or family directly, it has a different effect on the larger economy, and it can't be transferred from person to person like cash money (or even digital money.) Personally I think that makes it in many ways more beneficial to individuals and families - no one else can claim the products of your labour, which is why I think the goal of pushing more women into the worforce might not be all it's cracked up to be. But is unpaid labour important to countries trying to see where they stand in relation to other countries in terms of things like trade? I don't know that it is.
But that's an aside to me in this instance, the main thing I see here is another attempt to use an accusation like unfeminist, transphobic, or racist, in order to dis-rail any actual discussion. It's not meant to raise awareness about women's issues, or any other issues. It's saying, my words outrank yours, good people take my side. End of discussion. If you disagree, you must hate women.
