Ironically, I think medical transitioning will end before surgical, because you can have high-profile class actions against Pharma companies, but not against individual surgeons or hospitals.
A group of a particular hospital's patients can band together for a small class action, but that would only be a few dozen people, whereas large class actions in the States can have thousands of plaintiffs, with settlements running into billions - which is what incentivises lawyers to take them on at risk.
Also, if a judgement goes against a Pharma company or it settles, that will tend to deter all doctors from prescribing the drug, and insurance companies from funding it, whereas litigants against surgeons are likely to sue on individual grounds (failure to consent/complications etc), which won't necessarily have a deterrent effect on other surgeons.
