Going bankrupt twice and failing to disclose this is a basic ethical problem for the HR department in the CPS.
Is HR focused on internal recruitment and up-skilling staff? If it is the same care and principles used to recruit a CEO should apply to all the staff.
How was the recruitment process structured which allowed someone who was bankrupt twice to be given access to the HR computer systems? But more importantly potentially to employee files or case files? Any candidate with a proven history of financial mismanagement is a higher security risk.
The ethics of borrowing money and not fully repaying it, when it happened twice, is an ethical issue. If a candidate subsequently is found to have lied on an application for personal benefit when the rules are 100% clear then the HR has a problem.
Any ethic based role, which this role is, must be filled by someone who is seen to have high ethical standards. If they can't find a qualified applicant then HR need to keep advertising, interviewing, and background checking until they get a suitable person. If HR can not find the historic information on the political controversy how good is the application process? the interview process? the background checks?
