Possibly, though there doesn’t look to be much more than speculation there. There has been a general policy throughout the UK to remove women only services and replace them with companies which cater less to abused women, and more towards cheaper, less targetted assistance to both sexes. Something similar happened to RISE in Brighton, so it’s not a unique policy.
That there’s bad decision making occurring in Scotland is not in doubt. Whether that decision was in any meaningful way connected to Wadhwa is much harder to ascertain.
