The charity commission would probably have issues with the honesty of how the fundraise, which is why they aren't a charity.
They pay tax on the money they gain because it goes on salary and 'legal fees'.
They aren't selling a product so trading standards won't touch it.
They avoid paying for advertising media so the ASA can't do them for fibbing.
They won't be stupid enough to reach the threshold of obvious malfeasance needed for the legal profession to step in- hence the apology when caught in a lie.
The UK (rightly) doesn't give government bodies the power to shut down organisations just for being run by a dick. People are allowed to give away their money.
