Australia - conversion therapy bill in Victoria

The state of Victoria (in Australia) has passed a bill on LGBTIQ conversion therapy.

Whilst it’s aims are positive, it is not without controversy. It is broad. There are concerns that caregivers having conversations with children or airing concerns could end up facing charges and heavy fines.

Obviously with the irreversible changes caused by some medical procedures, we would hope that a healthy amount of guidance would be encouraged, however this is not clear.

Seems it could easily criminalize preachers who say that homosexuality is sin, from the looks of it.

Also, if people want counselling to try to suppress their sexuality then let them have it. Free choice basically. Presumably it has a chance of working in some people. I don't mean 100% gay to 100% straight. I mean some people may be able to suppress some degree of homosexuality. If that's what they think will make them happy...

I saw a couple of the speeches from the debate and found it confused and illogical. It left me with many questions including..

Why are anti 'conversion' Bills cropping up in every country/jurisdiction?

Why do they always conflate electric shock therapies, weird religious exorcisms with plain old therapy/counseling?

Does anyone still practice aversion therapy by electric shock, if so why are laws not being made to stop it? Is this Bill saying it's ok to still practice it for things like autism or MH disorders?

Why during the debate are we told that if someone comes out to you then the only answer is "I love you, I see you, how can I support you". That's just plain weird! I don't tell strangers I love them and I'm not expected to offer unconditional love and support for people with other protected characteristics.

Many psychiatrists/psychologists/Drs would define the various paraphilias found in DSM5 as 'sexual orientations' so does the Bill mean that none of those should be suppressed either?
