No, they do not have to 'obtain the consent of their spouse', they have to notify their spouse that they have made this application, in order to allow the spouse to exit the marriage if they wish to.
As usual, the female in the situation is seen as an unfair barrier to the male's freedoms instead of anyone with rights or skin in the game.
And yes, I'm sure the government are being absolutely hammered by the trans lobby with horrendous amounts of pressure, high drama and obfustication. Please keep writing, although my one comfort is that Liz Truss and the government have openly noted that women's voices get drowned out by this lobby and this is a major problem, and that this lobby uses unfair and unjust tactics to get their way such as gaming consultations. So they are wise to this, and I would hope they balance the pressure they are under accordingly rather than being swayed by it.
