I would find your local tattoo shops and first look at the Google and yelp reviews.
Then I would look at the shops Instagram and Facebook pages to see individual artists styles and again, testimonies from people who have used them.
Even after lockdown when demand is going to be high, I wouldn't trust an artist that can take walk ins.
Any decent artist is going to be booked up at least a fortnight, unless they have a random cancellation (they usually advertise them on social media)
Once you've found someone you like contact them online. Explain what you would like, send as many pictures as you can. Get their feedback on what they think. Placement etc.
Ask them about hygiene certificates. Any tattooist worth their salt will give you their time on these issues. If they get funny walk away.
Finally visit the shop if you can, this may be difficult iin these strange corona-y times but even if you can't, when you do go for your appointment check the place out. Look at other artists working.
Are they wearing gloves? Have they put cling film down to protect surfaces? Are they using clean needles. Did they disinfect their station before starting to work.
Remember if you see something you don't like you can walk away at anytime.
95% of shops are immaculate and have impeccable practises. You don't get far these days without this, but it's still important to be aware.

Just find someone you are comfortable with!
