Typically disasters of all kinds impact most heavily on the most st vulnerable. In this instance, those with few resources, those with disabilities, children and other categories such as homeless people or trafficked women and children or the very aged.
I’m guessing a bit here, but I’m assuming the role is to ensure that recovery programs will meet the needs of vulnerable groups, to ensure their inclusion, and importantly their safety.
Disasters offer opportunities for predators and abusers, for example, child trafficking or familial and intimate partner abuse. And sadly, victims of disaster are not necessarily safe from the agencies who are supposed to offer aid.
An important principle of recovery work is that recovery should be community-led, not imposed as a kind of Lady Bountiful approach. How recovery looks will vary depending on the community in question.
So the PGI frameworks and accountability frameworks are to ensure that vulnerable communities have their needs met in the most appropriate ways, which are sensitive to individual conditions and attempt to ensure their safety.
