The Hague Convention was intended to ensure that children abducted by fathers and taken to another country would be swiftly returned. The law is now mostly used against women fleeing abuse (70% of cases), used by the perpetrators with support from the state. The reason for taking the children is not considered to be relevant.
A grassroots campaign is asking for an acknowledgment that children who witness the abuse are also victims, and that this should be taken in to account when deciding whether to apply the law.
