Looks as though he is no longer paralysed from the waist down. The feeling has suddenly returned to his legs. A pity he couldn't accidently drive his mobility scooter into the deep end of the pool.

He is being deliberately provocative. Perhaps he's trying to cause an incident which will allow him to litigate. If so, he's playing a dangerous game.

Ugh. Watching that video, you can see that quite a few of the people there were watching JV. Which would make sense if JV had already been in the ladies’ changing room (JV confirms this in the comments) - which might well have alarmed them. A couple of people at the left appear to be walking up to JY and/or JY’s mother and possibly challenging them. I’m sure I can hear a male voice as well as (possibly) JY’s mother.
This is a hot springs pool in a tourist resort near Vancouver. But still, I’d expect it to be against the rules to film in the pool or changing room (that is the case for pools I use anyway).
I’m not sure what’s going on here. JY is escalating for sure. They are going to get themselves beaten up or worse if they carry on like this.
