Have skimmed the reports so far, but what is obvious is that Oxfam tied itself in knots re workers rights to using prostituted women in Haiti in 2011. There is a great deal of guff about whether prostitution was illegal in Haiti at that time and whether the workers were contravening local laws. Throughout the reports the sex of the staff that used prostituted women is not clear - there is a a focus on 'Oxfam staff' rather than male staff. In summary, absent a detailed review of the reports, it is obvious that men's entitlement to sex was enshrined in the charity's policies and that the Charity Commission's report accepted this and focused on whether male members of staff had contravened both Oxfam"s policies and local laws. Nowhere in the reports could I see an outright condemnation of using women in war torn countries for sex. Infuriating.
