So West thinks that the first woman Bond should be an actor who is born male? (some would say still it, but I am using MN special coercive language controls)

Having read the full interview, I definitely think he was joking. The whole interview (conducted by the wonderful Decca Aitkenhead) seems quite playful and light-hearted:
