I understand the Maxwellisation process where individuals can respond to what is written about them but it doesn't make sense to me that the green party as an organisation who has requested this "independent" report can hold it up by "suggesting changes". Surely them being allowed to change the report rather than just comment on the report makes it not independent.

Thanks Pam that's helpful, plus I've googled Maxwellisation so understand a bit better now (although my non-legally trained head is still that people who are the subject of an independent report are allowed to see it in advance!).
