This seems like a right dog's breakfast of a Bill, full of contradictions. But it is also through the lens of India's very particular caste system, the concept of Hijra; not to mention India's appalling record on women's rights.

The definition of trans is...lacking, to put it mildly.
Intersex is lumped in?
Self id is in, but there's also a panel interview (optional for certificate)?
Trans is also a third gender.

On the plus side(?) it doesn't seem to be suggesting that TWAW and should have access to sex-segregated spaces. But that could be because they haven't defined what a TW is!

All extremely peculiar.

I don't think they can be any more precise as they have a situation where many women and some castes don't have equal human rights.

It's not clear why they decided to start here, with so many more pressing issues, but they did...

India doesn't really have 'transgenders', they are 'third gender' if anything, physically castrated males who live as outcasts, beggars, thieves, etc.

I don't think you can draw too many conclusions from ultra-sexist, caste-based societies that may pigeonhole gay men into this MTF third gender role.

They do adopt some of the Western language, but they aren't really relevant in their cultures.
