Can anyone help me make sense of this? This trans person says that the proposed legislation will enable them to get married. This is the explanation of why they can't at the moment.

GRC is £140 with a fee waiver for low income.

There is no requirement to have surgery, homone treatment or any other specific treatment. You need a diagnosis of gender dysphoria and you need to give details of any treatment you have had. If you haven't had surgery you need to say why but you can give any reason.

The spousal veto doesn't stop someone applying for a GRC, they just have to end the marriage first if their spouse does not agree to the nature of the marriage contract changing, which seems fair.

It's not clear why Lily would want to remain married to a hypothetical spouse who didn't think Lily's gender was valid. It's also not clear why Lily would want to marry a hypothetical spouse in the first place if Lily thought they would do that.

Lily's objection to irreversibly altering the body says it all for me. If it's important to you to retain your male body, that's fair enough, but if that's the case, please don't expect me to call you a woman.
