I'm not sure if the police were involved in Venice's case or if Giuliana went straight to private prosecution, but the fact that the CPS was able to turn down the case (for Linda) means that the police submitted it to them, meaning that the police did think that there was a case to be prosecuted. The CPS can turn cases down for a number of reasons, however.
