This woman is being stalked but the police refuse to act - help!

This is happening at work atm

We have a 19yr old lass at work who is actively being stalked by a guy following her about in a car and at work. Threatening to petrol bomb her house or attack folk at work. He will call her mobile whilst at work telling her what she is wearing etc

He keeps "bumping" into her in the street, last time threatening to cut her with some nail. Standing outside her house at all hours of the morning/night. Saying unless she doesn't Shag him he will do something bad to her And lots more. He is on bail atm cos he beat up his last gf which caused her to lose her unborn child. When we called the police on him after he continually harassed her at work phoning, police told us they couldn't do anything until he commits a crime against her

WTAF?!

Anyway, phone battery dying. I'm told by this solicitor that it's a civil law thing, hence why police can't get involved. I'll pass it on to her and get her some help if she wants it

She's protected at work and gets a lift home

Paladin Stalking Advocacy Service will help her out and get him stopped - tell her/them to contact Paladin ASAP - the police are wrong - he is already committing crimes by stalking and threatening her!

Stalking is actually in the harassment legislation of 97/98 though. So it's not a civil matter. Plus God.uk gives clear advice what to do, I'd be reporting the police to the ombudsman

Threats to kill and telecommunication harassment are not civil matters and I would suggest going into the police station and asking to speak to an officer, rather than a police staff call taker.

In a different context my DH had a bomb threat from an idiot that probably couldnt spell bomb nevermind make one but it was like a magic word for the police - they said even though it was clearly a nonsense threat the magic bomb word meant they could really go after him.
Possible angle?
Also need the work place to report him for making threats to their staff.

Does anyone know if Woman's Aid would be able to assist in such matters, or is their focus on domestic violence and intimate partner crime?

Go to the police station and ask to speak to a detective Sgt from public protection or whatever their force call it
Statements from witnesses would help immensely
I'm just a normal person who is interested in criminal law and reads up on stuff but I can see criminal offences in there. Surely anyone can - threats to cause criminal damage, threats to cut her (Sec 4 POA which has a power of entry attached to it yay)...
Don't bother with civilian call takers ask to speak to an actual officer at the police station
I'm not on twitter but that's what I would tell a friend to do

Threats may not be made but victims may still feel scared. Importantly threats are not required for the criminal offence of stalking to be prosecuted.

Whilst stalking may come under civil laws, the petrol bomb threat etc is criminal law. Do let me know which Constabulary are you live in.

Yes, which Constabulary is this - I hate it when the police try to fob people off with excuses about 'civil matters'. There might well be a civil remedy available in some circumstances under family law legislation, but this does not look like being such a case.
