Mmm! I have a male friend who speaks like that, same age as Boris. I have said that his version of an apology sounds utterly insincere and explained which words I had a problem with.
He answer was quite revealing! He was horrified as he had chosen his words carefully in order to convey his heartfelt and most sincere apologies.
He would say "inadvertent" to convey his lack of knowledge and an acknowledgement that what he had said was hurtful, wrong etc, that he did now recognise that!
He would also use the 'deemed me guilty of' to include anything and everything he was perceived to have done/said wrong, even if he had not recognised it or mentioned it specifically.
In his head he was acknowledging that his education was lacking, that whatever accusation was being levelled was grounded in fact and that he would not even try to defend himself, he would simply apologise.
Quite the opposite of how it sounds/reads...
I am not trying to apologise for Boris, but there could be a minced morsel of sincerity in that apology! Maybe...
