Unfortunately some of the organisations which will be most significantly impacted aren't amenable to this approach- women's refuges or prisons.

You have clearly made them think and made them do something, I should imagine their first recourse is to call whatever pressure group they take advice from. So mermaids or Stonewall etc.

And this could just be a delaying tactic until the results of the Scottish consultation.

Unless they have actually written. new guidance and published it.
