Presumably the same way as with knives etc currently. How do we know if someone with a knife in their bag had it put there by someone else?

It is the person buying- why are you buying it ? Plausible or implausible.

Are the companies who sell acids complicit in the mens rea?

No - it has a perfectly legitimate use - as do many legal but potentially dangerous items. Selling to under 18s would be an offence- same as alcohol, knives and tobacco.

How can we be sure that the girl was carrying it with intent? She may well have had it put into her bag by a relative

Oh come off it. In the unlikely event of that happening she would give that explanation.

When putting your bag into hold at an airport you are asked specifically if anyone else packed your bags or if you left them alone in the company of others at any time - I always say no. Thankfully, I pack my bags alone and never interfere in anyone else's packing if travelling with company. I pack my bag about an hour before departing the house.
