Just think about it - someone had to write that, storyboard it, submit it to a whole board of people who greenlit it, they had to run it by the people who financed it, they would have had loads of 'creative' meetings about it where they got creative with marker pen. Then they had to film it, produce it, market it, probably market research it, etc etc.
Honestly, the type of people who make commercials (I know some) - it's all about being really nice not really bright.
I can imagine how this got through.
