C section shelf - old and sore

I have had 3 c sections 33, 30 and 27 years ago. The scar has never given me any issues but this last year or so I have noticed it gets sore, pink and weepy in parts. I do have an overhang and it's weepy in that section about the size of a 50p. It will heal and then a few weeks later another patch will appear and always on the left hand side of the scar.
I am a size 14 and have been for about 15 years I did creep up to a size 16, 5 years ago but lost that weight and am a constant 14 in clothes.
I don't have a flat stomach it's a normal mound in line with my age, 53. I don't want to lose weight I am feel happy within myself.
Any suggestions to remove the overhang? My scar seems like it is stuck to my abdominal layers, which then causes the extra fat layers to crease and overhang. I have a feeling it will only be fixed via surgery.
I do Pilates once a week, walk the dogs, gardening, walking to work so not completely unfit!

I’m saving up for surgery to fix mine. The NHS won’t fix it, even though they caused the problem in the first place. They said it can be addressed with antibiotics and painkillers, which is much more affordable than surgery. Basically they expect me to treat the symptoms with drugs for the rest of my life so they don’t have to pay for surgery. I’ve been advised it will cost £8-10k to fix it privately.

@Sugarcoatt that's what I thought it would have to be surgery. It doesn't bother me but I am not sure I want it being constantly sore on and off for the rest of my life!
What surgery have they said you will need?
I am not in the UK so would have to pay for whatever is required anyway as I am sure AXA won't cover it.

They’ve advised a mini tummy tuck. Basically it addresses the surface skin only, without touching the deeper layers of muscle which would be repaired in a full tummy tuck. They will reopen my c-section incision and extend it a little wider, then remove a bit of skin and make a nice neat incision which lies flat with no overhang. That should put a stop to the constant infections and soreness under the overhang, because it’ll be gone.

I’ve been told that they “don’t do tummy tucks on the NHS” and can’t be seen to do them. Even if it’s for a medical reason, to fix an overhang of skin which is constantly painful and infected underneath.
