‘You can’t tone fat’

I understand that I’m overweight and don’t look my best but I see people who are much heavier but still look less floppy, saggy and generally un-toned than I do. I read the phrase ‘you can’t tone fat’ on here and I get it but how come they look better/different to me?

I have plenty of day, you can't see lines of muscle except on my calves and forearms, and even then only if I tense. But you can tell that there's muscles underneath the fat and the areas where there is more muscle and less fat, look more defined.

It's a bit of a nonsense statement because people wanting to "tone up" are clearly trying to build muscle which does the above. Though perhaps the ways people go about toning up aren't the best ways to build that muscle.
