Healthy or not?

What would you say are the most reliable indicators of being a healthy weight, if the indicators don't agree? For example, in my case:

BMI: 26 ("overweight")
Waist: 30 (fine)
Waist to height ratio: 0.45 (fine)
Clothes size: mainly 10-12 (I have everything from 6-14 in my wardrobe though!)
Exercise: twice a week run/gum; walk c.2-4 miles a day to and from work. So I realise I could do more, but I'm not inactive.

I have always been a pear shape - more dramatically now. My upper half is still slim - small chest. When I put on weight it's on my hips and thighs.

When I was BMI 23-24 I looked very slim indeed. Should I really be aiming to get there, or am I fine as I am? I'd rather concentrate on being fitter and stronger, not my weight, iyswim.
