Who can legally marry me?

I'm not religious at all and neither is my partner. My brother is ordained, mostly something he did on a daft whim, but anyway I would like him to marry us, it would make the day so much more special. However when I try to research online there is very little info on whether this is legal in England- loads just crops up about America. I think from my understanding of gov.uk, my brother can marry us and then to make it legal we would need to do either go to registry office, or if we have an officiant present at the time of the ceremony, is this correct? It's very difficult trying to navigate the facts! TIA X

You need to have someone who is licence: Registrar or other person such as parish priest, rabbi, free church minister etc who 'hold and officiant licence'. In England you have to be married in a building that is licensed to have marriages. Your local registry office will explain all this if you ask them.
You can ask anyone you want to perform a 'ceremony' where you exchange vows,have readings, music or whatever, but to be legal you have to do above stuff with licence.

They need to be licensed so ordination (into?) may not be sufficient in itself. You can have a civil ceremony then a blessing by your brother.
