TL;DR: Adapt.
I think some advice should be given out to people asap. I’m used to living in high temperatures (Near East, 40 degrees plus frequently in summer) with some outdoor work, and it’s best to switch to a different timetable and lifestyle pro tem. It’s good to rest in the afternoon in a shaded place, drinking water. We ate lots of watermelon, yogurt, hummus, baked stuffed peppers, tomatoes, cucumbers, cold soups and flat breads. And yes, cold juice and ice cream!
Also, sun screen and covering up. No-one should be exposing faces and shoulders in the hot, midday sun. We had a lot of trouble with visiting British students to our university over this.
I hope schools and employers in the affected parts of England without air con and shades are going to be flexible. Pupils, teachers, admin & catering staff do not need to be sweltering in sweaty conditions, midday - 2pm especially. Imagine the kitchens at midday.
If possible it also means starting early, eg 7am or even earlier. I used to have a job that was 5-11am, then a long break, then a couple of hours in the late afternoon or evening WFH. Late dinner, sleep under sheets. DP is a specialist craftsman and I help sort out much of his timetable, and I’m being pretty robust around this as we’re in the south of England where the forecast is scorchio. Clients are being very receptive, luckily. No-one needs him conking out.
