they do seem to go through all sorts of phases... sometimes you can't fill them enough and then they just don't seem botheres by there milk or there food.
I would say that sa long as they are drinking fluid in other ways then I wouldn't worry about the quantity of milk she's having just yet, they say if you start to introduce a beaker etc around this time they may take less milk. I remember being worried about my daughters milk intake myself. But i think if she having other fluid, you can replace the calcium and dairy need of the little one, by making sure they have plenty of cheese and yoghurts/ petit filous.
I also didn't do as much finger food as i should and think there's a bit to much of a stress on getting them to self feed in a hurry, with gentle encouragement they do it in time. A good thing to do, is sticks of cheese, or cubes. I bought the red cheese initially as it's mild and quite soft. you can buy sticks of cheddar and such in the co op and sainsburrys now, individually wrapped for convenience. Might be worth giving a go. My friend and i say try things yourself, how easily you can eat, mush and melt them etc in your mouth, trying not to use your teath. Obviously though there gums are pretty hard and good for crushing.
Little one's are such a worry and stress to us at times, there's always something up with them... You could always speak to your health visitor about your concerns, and maybe keep a little diary of how much fluid they are having, even in food, like cereal. If fluid in general is an issue, sugar free jelly's a good one. trying a new beaker, i must have bought a few, but found avent the best, alot of people i know use the small tommy tippie one's still. Or try milk with a straw at lunch time, and maybe add a small amount of nesquick. It won't harm them and you can always cut it out when contented with milk intake again.
