Can please someone advise: I don't have disabled badge, am I allowed to park Mon-Fri 8:30am-6:30pm and am I allowed to park outside those hours?

Am I allowed to park here or not?

I read it as blue badge holders only at any time, but with restrictions as displayed. Those without blue badges should not be parking there at all.

I’m a bb holder. I’ve never seen a sign like that. I think it’s just clarifying things for bb holders and saying bb can park unrestricted in restricted timed parking bays. Non bb holders 4 hours between the published times. No restrictions outside these times.

Nothing is said about the payment and there is no paying machine around. It is a council estate not far from Holland Park in London.

Everyone just parks there, but some neighbor said her friend was recently fined.

I think I will call the council and will ask them, as I need to park there regularly...

I agree with the others it's a 4 hour limit between the restricted hours but not for badge holders. The council website usually has full details of restrictions by area/road though.

I’d personally say the line is for 2 separate rules, so disabled people can park at any time.

Then everyone else can park between 8-6 but can only stay a max of 4 hours, and they are not allowed to use the space for another hour once they have left. Outside of those times/day anyone can park for any length of time

I would read this as during those times you can park for four hours, drive around for an hour and then park for four hours, and repeat!!!

Outside those hours you can park there for as long as you want.

If you are a blue badge holder then you can park there when you like and for as long as you like.

If you need to park regularly then best to check with the council so you do not end up getting fined.

I'd say BB holders can park there anytime, no restrictions (as expected for BB holders). Anyone else must adhere to the time limits.

I read that as no, you can't park there. It's for disabled badge holders only, at any time. The time restrictions apply to how long badge holders can park there, not anyone else.

The 'at any time' would be meaningless if it was saying badge holders could only park within the hours stated in the section below. So it must mean badge holders, no restriction, everyone else, the restrictions apply Mon - Fri.

I'd phone the council to double check. But I would park there, and I would also be laughing that everyone else was too scared to park there so I could get a space. Just don't stay longer than four hours. I would also dispute any fine I received especially if I'd been told in writing I could park there for up to four hours!

Or it could mean, which I think it does, disabled badge holders are the only people who can park there at any time, all other people have to follow the guidelines below?

If you have a blue badge you can park there during those hours.
We have "permit only" on our street, you can never park because people with blue badges park there, then wonder why they have a ticket when they get back.

Just found this which suggests that your sign therefore means disabled badge holders can park at all times as per the above pane and the second panel is for everyone else

Disabled badge holders can park without restrictions.

Everyone else can park for 4 a max of hours between those days and times and cannot return within one hour. You could park up at 9am, leave at 1pm for your lunch break, return at 2:01pm and park for another 4 hours.

Outside of those days and times, there's no restriction. You could park up at 6:31pm Friday evening and leave at 8:29am Monday morning.

So Blue Badges can park at any time,m.

Other drivers only for 4 hours at a time within the times and days specified, but for any duration beyond those times.

It's not overly clear however, so could be read either way.

Yes, that is correct. Top sign is for disalbed bays and bottom sign is for standard parking bays.
