Hi , I’ve been looking at tutoring agencies and I’ve been checking out first tutors which mentions that they charge between £9.99-£34.99 if you employ a tutor , what does this mean and why is the price variable ?

You pay the money to receive the tutor's contact details.
The amount you pay depends on the tutor's hourly rate.
It's a one-off fee and there is no ongoing commission or other costs.

First tutors charge a finders fee which is based on the tutors hourly rate (which they set themselves). The finders fee covers the cost of running the website and also taking references and checking qualifications and DBS certificates.

Once you've paid the finders fee you deal direct with the tutor to arrange lessons and pay their hourly rate direct to the tutor.

I'm a tutor on there and I find it very fair and reasonable compared to some other sites which charge a % of every single lesson taught.
