Is a busy board worth investing in for my toddler?

They're really easy to make, would probably work out cheaper. But if money isn't an issue, then buy it.

Our toddler was never interested in it. Our SIL raved about it being the perfect way to keep him entertained in the car but it never really appealed to him.

No, they just don't care for them. Instead, have one kitchen cupboard or draw that isn't babyproofed, and put things in there that seem like interesting household things, but that you consider safe enough for baby to explore. Have a look around your local hardware shop for inspiration, and kitchen equipment shops. It goes without saying that you need to be in the room when she's exploring that drawer, but it's a great way of keeping them occupied while you're cooking or cleaning the kitchen.
