There is a horse near us which keeps escaping. The owners have a constant string of excuses as to why it is out again, but basically the biggest issue is their field fences are rotten. The horse is spending a lot of time loose in the local woods. It’s a danger to itself (there are a lot of things for it to harm itself on - badger holes, old wire from pheasant pens, etc) and a danger to others (it could get onto the road and cause a crash, it is regularly bothering other horse riders now by galloping up to their horses when they ride along the bridleway.) The owners’ response to requests to keep their horse in its field is to become quite abusive. Should I find it out loose again, any suggestions as to who should be informed? I took it back to its field yesterday but couldn’t get it in there as the gate is padlocked, and the owners were not nearby. I don’t think they check regularly. My options next time would be to either leave it where it is or to report it to someone. But who would come and pick up a loose horse and look after it till owners turn up? And how many times is acceptable for that to happen before something more (but what exactly) is done?

Make contact with the Rural police division in your area.

Police if the horse is actually out right now. Otherwise world horse welfare will deal with complaints about "environment" which include inadequate fencing

I agree, next time it's out report to Police as running close to roads...
