PP students, are they 'entitled' to the support offered by extra funding?

I am having a fundamental difference of opinion to my boss about the rights of PP students to have support with food ingredients. I think we should be transparent with parents about this provision and let them make the choice about whether they require this support or not. This approach also helps with our planning when buying/budgeting for ingredients.
My colleague believes PP do not have an automatic entitlement to this provision and that many PP families are under the 'ever 6' umbrella and no longer need this financial help. Her concern is also related to the management of increasing numbers of PP students requiring ingredients.
With this in mind, I am being asked to not publicise the provision to students and we are only providing ingredients following the repeated failure of student to bring ingredients to school, or worse, that they approach us to say money is tight at home (humiliating for the child)
I fear this difference in values could spell the end for me at a school I have only just started at. I don't know what to do.

My child has PP because we adopted from local authority care. We don’t need her ingredients paid for and I’d think it a total waste of provision if they were. It should be case by case.

They will get extra support as Ofsted hot on pp outcomes but food ingredients not a priority.
