...a child (4year-old) spat in two teachers faces? Not just blowing raspberries, but forcefully spitting a mouthful of saliva.

It would really depend what led up to the incident.

Time out for the adults (& child) initially.
Making parents aware.
Ultimately, more support for the child, hopefully.

Teachers should consider hep B vaccination. Should be considered and work out what led up to it and talk with the child, depends on the general behaviour and one off/series of issues, how settled they are, any SEND

Happens most days to be fair, we try to work with the child to find out their triggers and how to calm them before this point. We have visors ready in case we have to positively handle a spitter and a good antibacterial soap to wash in as soon as we can.

At four he/she must have been highly stressed and dysregulated to spit like that. I'd go down the route of trying to understand and manage the behaviour rather than pushing for some sort of a consequence though.

I would expect the parents to be contacted and a behaviour support plan to be put in places. Consequences are important. Toddlers are given age appropriate consequences at home. They need them at school too.

In my school, spitting is a 2 day exclusion. This was introduced after covid.
