Does anyone know what is the earliest date term can start in September? Can staff be asked to work on 31st August? Thanks

Might depend on area but it would be tricky where I am. I'm moving schools in September and I'm not technically employed by my new school until the 1st.

Some schools begin Inset in late August, yes.

A MAT local to me has most of their schools go back the same week as bank holiday Monday - staff in Tuesday/Wednesday and then kids in from Thursday,

Are you in England (and are you in one of the areas with an early Local Fortnight e.g. a couple of East Midlands areas)?
If in England and not in ?Coventry ?Northants?
Many counties start their term on 1st September (which this year is the Weds after the BH Monday, last year it was the day after).
So they can have INSET from the 1st but not (AFAIK) from the 31st if it isn't a term date.
My DD school always starts on or near the 1st. Many other local schools use the whole of that week for staff days starting pupils on the Monday following.
But Coventry, Northants and a couple of other areas start in August due to an early finish in July.
