Breach of contract if you can't get back to school

My headteacher has a house in a Mediterranean country and he's contacted HR to find out what happens if he goes on holiday during August. He's tentatively considering going for a week.

They have told him if he can't get back as a result of quarantine and/or lockdown he would be in breach of contract (possibly) and may have his pay stopped and could possibly receive a disciplinary!!!! He's cascaded this information down to us and is telling people to be aware of this if they book a holiday.

So the government say you can go but your employer can suggest going would be a bad idea. What happens if you go to Cornwall and are picked up via track and trace and have to self isolate? Can they refuse to pay you and discipline you then? What if you're hospitalised in another U.K. area and can't get home?

HR have admitted it's a very grey area.

We are paying quarantine for anyone who can prove their holiday was booked before the quarantine announcement. If anyone has to quarantine following a holiday booked after that, it’s unpaid leave.

Yes, fair. Annoying, but fair. We are not having quarantine paid, but no other action will be taken.

If you are hospitalised surely you would just be off sick regardless of location or quarantine rules?
