How to escalate concerns beyond school?

I'd appreciate any insights / advice please. My DD was being bullied at her primary school so we moved her at the end of YR4. From the first day at the new school, one child has had it in for her - repeated verbal and physical abuse, including racial abuse. The boy involved has some form of special needs (he sits separately in the classroom and has a dedicated teacher) but I'm not clear as to the nature of his problems (they are not physical). Either way, we have been in to the school to talk to the head (once) and more often the head of KS2 to say how unhappy we are and to ask what the school can do to ensure it doesn't happen again. Each time they assure us that measures are in place (eg, excluding the boy from the playground, or being sent home at lunchtime) but then it happens again... today being the latest incident. We have requested yet another urgent meeting with the school. It beyond that, what can we do? What authority can we report this to? What will the school actually care about? Because clearly they don't care what a couple of parents have to say.... the school is a primary academy (part of a big chain) in case that's relevant. I'm very grateful in advance for any advice.

Have you checked your school’s complaint procedure? If you aren’t happy with the key stage teachers reply, I’d escalate to the head, then the particular governor at school and then the academy trust if nothing changes. Your poor dd. I have two dc with special needs so do understand from that side things can be difficult but school have a duty to your dd.

Thank you, we are meeting the head next week and will escalate to the academy hq in the meantime. Appreciate your help
