new headteacher staff turnover

Would you normally expect there to be high turnover with a new head teacher?
As a percentage what would be considered high?

The headteacher at my previous school arrived 7 years ago to a settled staff of about 100 teachers.

There now remain 4, two of whom are part time and retire next year. I would say that is a pretty high turnover.
