Secondary teachers tips for differentiating for the disaffected

Hi. We have a group of KS4s wbho have stupidily high target grades given by SLT who are so overloaded that they are now disafected and given up. No real behaviour stuff but SLT are blaming staff and so staff are trying to get these students to work by offering lots of extra small group sessions but a couple have just switched off and we have got to a stage that any input is seen as negative by a couple even though it's meant in the most positive way. Staff are working hard and are under the usual daft pressure to produce A grades because of some data collated in year 7. Sense dictates that if the disafected gave up a subject or two then all would be resolved but it's a selective school and SLT won't do that.

I want to produce a booklet for staff on how to differentiate for these types of students. Most of this is common sense but any handy tips out there gratefully received oh wise ones.
