Any maths experts? Children aren't grasping counting in tens and hundreds within 1000, any tips?

I teach year 4 and every year it's the same old thing where they just don't get this!

E.g. 189, 199, ? 219,?
or

2033, 2023, 2013, ?, ? will really flummox them!

I do lots of work with a 1000 square but I'm surely missing something and can make it easier?

It always the numbers where they have to bridge the hundred or thousand that causes the issue.

Any advice?

Dienes blocks? If they physically 'run out of' or 'overshoot' the 100 or 1000 maybe that would help?

I would try with dienes block so that they can see that if they are adding ten, then the unit blocks stay the same, if they had 100 then the tens and unit blocks remain the same. I also do lots of target practise on calculators. Ask them to put in a number such as 149 on the calculator. You then tell them that one of the digits is a target and to hit it they must put in a calculation that turns that digit only into a 0. So if the target is the 4 they could either input -40 or +60.
