Young un-neutered tom here: my first foster cat: he's pacing and crying

A charity dropped off a young cat (male Tom) as an emergency foster late yesterday, Sunday. I think I was their last resort.

The cat is pacing and mieowing (really really piercingly) continually. It did settle last night but now it's seen out the windows is really quite agitated. Is this something to do with it being un-neutered?

Tell me it will get better, and what I can be doing to make it better.
I am working from home, as is my non-cat loving partner and teenagers are home schooling. All on Teams/Zoom.

There's not one room other than all that the cat can stay in.

I may well have unrealistic expectations about how easy this would be. I have had one cat in my adult life; she was initially a foster and was just so easy and lovable right away. This one is loud and smells Shock

It has a collar so hopefully someone is missing it. (The charity picked the cat up after it was watched looking lost in my area for about a week; it was trying to get into people's houses and fighting with other cats. The charity are leafleting today.

Are the charity going to neuter him? They really should, poor thing! I think that's going to help more than anything but in the meantime feliway plug ins and sprays will hopefully help

Try distracting him with tin foil balls/dangly/hairbands, give him a good hour of play and interaction, hopefully that will tire him out and he will sleep!

Mind you, at least when he's pacing and crying, I know where he is. Otherwise he seems to completely disappear and is NOWHERE to be found and I panic that he's somehow got out, even if the door hasn't been opened whatsoever.

I guess whilst the charity are looking for the owner they won't neuter.

In my head it was going to love me immediately and want to hang out.

My non-cat-person partner has pointedly Gone Out Early. He would have passed a tipped over smelly litter tray on his way (but at least the cat used it!)

If it’s lost it’s very upset and needs time to settle in. Pets at home sell zylkene which is very calming.

The charity can legally neuter after having had him 7 days. Better practice would be to wait for 7 days until after leafleting. Hopefully he can be done soon.
