Neighbours unneutered Tom cat

I'm looking for some advice on what to do in this situation. I have 2 cats, 1 Male and one female both neutered. We have a cat flap but both of them very rarely stray from our garden and the male older cat very rarely goes out at all, other than in the summer when we are in the garden more.
One of our neighbours has this year acquired a male cat which it turns out isnt neutered. In the last 4 months this cat has been getting increasingly aggressive with our cats especially the small female one.
The neighbours cat has now started coming into our house through our cat flap, we have found him attacking our cats in our bedroom. Our cats are now terrified to go out especially after he bit one so bad they ended up having to go to the vets for stitches and treatment for an infection.
We were coping with this fine by locking our cat flap and keeping our cats inside. However yesterday the cat went for my toddler in our garden. I was taking rubbish out and my 2 year old came with me. He was walking through the garden and the cat went for his feet from under his sand table.
I have tried speaking to the owner but they refuse to get him neutered for some reason. I don't know what to do next.

Catch him, take him to vets to get neutered - pay - job done.

Or catch him take him to vets, say he's stray, and they'll neuter him and send to cat shelter.

The owners might replace him then though, at least this way you can control the situation.

You can pay cash and use a false address too. Or use their address 😂

They'd scan it for a chip. That's the problem. Unneutered cats are NEVER chipped (apart from some pedigrees and some that have been brought in cars from Eastern Europe thus needing pet passports). The sort of people who don't neuter are also the sort of people who don't chip.

I moved into a property where another tenant on the farm estate liked to get cats and never neutered or spayed them. There was now a huge feral colony of inbred cats numbering well over 30. With the help of the CPL I trapped and neutered most of them and removed kittens at around 6 weeks, (tricky timing because if too young it's bad and too old they won't be caught and won't tame.) and basically didn't admit they technically had an owner. Technically.
But honestly, a cat owner who doesn't neuter their pet is not an owner because they don't actually take responsibility for it.

I'd offer to have it neutered and if they decline, some random ::cough cough:: stranger might do it anyway.

I have two cat traps and have just this week lent one to a friend who is attempting to capture an extremely aggressive, violent Tom who keeps attacking all her animals. cats and dogs)

When she captures it, it'll be him as a whole or just his balls that will be disappearing. Either way, it needs sorted.

OP, under UK law you can take action against your neighbour for the aggressive behaviour of their cat, because it has attacked your child and your own cats and damaged your property.
This constitutes a “nuisance” legally, and you can apply to your local council for an abatement notice.
If your neighbour fails to comply with the notice, eg by neutering the cat or keeping it indoors, they are then guilty of a criminal offence and the council can enforce the notice.
Note that you can’t do this for lesser nuisances like digging up your flower beds or defaecating on your lawn - these are regarded in law as “normal” cat behaviour.

I don't know. I've just lent the trap. What her and her husband do is on them. I'm guessing it'll be a rescue centre in another county or it could be a bucket of water. I don't know. All I know is that the vets bills are getting beyond a joke. She can't even walk her chihuahuas without an attack.

Just get the cat neutered. It’s the right and humane thing to do.

If they haven't bothered to neuter it they probably haven't bothered to microchip it either. I'd take it to the vets as a stray where hopefully they will routinely neuter anyway, safer for the poor cats and your toddler.
