Atopic dermatitis

So... I run a cat rescue. I have a foster cat at home. He's been with me a month. He has atopic dermatitis. He's been on steroids and treated for parasites regularly over the last year (he was living with an old couple who can now no longer keep him). He's now on Apoquel (10+ days). No noticable improvement. Steroids did nothing either. I've put him on a hypallergenic kibble from ProPlan.

He basically has a huge (palm sized) sore on his side. Red, raw, weeping skin without fur. The same on his neck. I've bought him a big cloth cone of shame. He can't lick them now. That, at least, is working. I put propolis powder on. It then forms a crust. It seems to dry the skin up... but then he rubs against something, the crust falls off. Back to weeping skin. The size of the affected area isn't getting any smaller.

I feel like I'm letting this cat down. His ears were also removed a month ago.

I'm not coping at all with this. Will go for the blood test next. If he's allergic to dust mites, I won't know what to do with him. My house was built in 1850. I have 9 cats, two dogs, a kid, four storeys... the place must be full of environmental allergens. For the moment, he's quarantined in one room.

He's very bored.
