So, I've the last couple of weeks a black cat has been hanging around our cul-de-sac, it spends all day lying around. I don't think the cat is well, I haven't been able to get close enough to touch it but it looks like an older cat (possibly a speyed female judging by the stomach) and it looks thin with a coat in poor condition.

I think it belongs to a neighbour and ideally what I would do is ask them, but I know that they do not have the money for a vet.

It doesn't have a collar on so I'm wondering for its own sake should I report it to a welfare organisation as a stray?

This all sounds very vague and speculative but as a former cat owner I feel I've got an idea when a cat isn't well and I know I couldn't rely on the useless owners to fix it.

Any ideas?

I would personally call someone about it. I know it sounds harsh but if you cabt afford to keep an animal healthy with regular vet checks you shouldn't have it at all, they can't tell us when they are suffering so we rely on the expertise of the vets, there are always animal charities out there will to help people keep their pets and get them the treatments they need.
Don't get me wrong I'm no saint but as soon as I got my cat u set about getting the healthy pet plan from the vets, 11.99 a month and his covered for all his treatments and 2 check ups a year, that and his insurance and I know he will be able to get any treatment he may need in the future.

If you think you know who it belongs to, I'd be tempted to knock on their door and just say you'd noticed it lying around a bit more than usual and thought you'd let them know. See what reaction you get. It could well that it's condition is a symptom of a diagnosed feline disease and they've had him/her checked, in that case I'm sure they'd explain that. If not, perhaps, you could ask a few neighbours if they know who it belongs to. If you get nowhere with that, then yes I'd see if there's an organisation you can help. There's always a slight chance it's an elderly cat whose gone missing and hopefully microchipped.
