Cats causing problems with neighbours

I have two cats who have always been outdoor cats. in winter they hardly leave the house because of the cold.We live in southern Germany where the winters are pretty harsh with months long minus temps.We are living in a pretty built up neighbourhood of houses all new build with mainly families .Everyone has their own little garden and we all know each other
The last while however and also last summer, I noticed many of my neighbours being rather short with me and just this morning one spoke to me in a very off hand manner was really unfriendly and generally was mouthing off about everything and as I turned she said to her daughter something about 'cleaning the 'kack' or poop away from the ground .She was
making sure I heard and then started ranting and raving .I ignored it.Our direct neighbours don't speak to us at all anymore and have now put rakes turned upside down on their gate , if the cats jump over the gate they will be impaled .One other neighbour a street down where every house has a cat said that he was going to start poisoning the cats.Another elderly woman got a dog especially that hates cats and she lets her on the long lead to chase and attack the cats(not only mine)
The thing is the neighbourhood is full of cats , every second house has one but mine seem to be the ones that are being made responsible for all the pooping.They only go out now late at night and early in the morning and only walk around the house and come back as they are
rather frightened. Other than that they sit in our garden which is enclosed .They use the litter tray at home which is emptied every day so I know that they are pooping in that most of the time.
Does anybody have any suggestions what I can do to appease the neighbours.I have told them to squirt water at them shoo them away.They all have those high pitched ultrasound thingys which dont work anyway and I keep the cats in as much as I can but know that being completely indoor is out of the question. I really feel sad at this development.

Can you cat proof your garden? I understand people don't want cat poo in their garden but your neighbours sound at bit over the top. I wouldn't let mine out if someone had threatened to poison him.

I have a high wooden fence around our garden , built as high as is allowed (there were also complaints about that ) but they still hop over the gate which is not as high.the front door opens up onto laneways which run between the houses which I cannot fence in.
