Cat weeing where it shouldn't, what to do?

One of my cats just walked into the lounge and peed on a primark bag that he had been playing in earlier. He has never in three years done anything like this. Any ideas why he would do this? How to stop him doing it again. He is an indoor cat has always used a tray. He is also meowing a bit tonight, he is normally silent, its his brother that makes all the noise.

My female cat started doing this when she developed cystitis. Not sure if that is relevant for males. Also the pee was sometimes pink-tinged, so you could look for that

Peeing in strange places is the first sign my cat has a UTI

We are trying citrus oil scents & improving access to proper litter trays.

I think the meowing is also important - distress, pain or confusion?

Well it was loads of wee, didn't see any blood in it, have changed his litter just in case he thought it was a bit dirty. I know i will have to take him to vets, was just hoping someone would have a magic answer, He hates going to the vets.

He is a greedy boy, I thought he was meowing as I was cooking beef and he loves meat, he is asleep now, will take him to the vets anyway, need to get a prescription for flea stuff so he might as well come.
